Quick Permission Change

I did a quick change in the permission system to allow guests to make and reply to topics within the IRC and Support area. This is the only place they'll be allowed to make posts, in the event y'all don't want to email one of the staff members about a particular ban.

Do keep in mind, I'm going to have a bit of hefty security to prevent spam bots from posting on this forum, but if it proves too difficult, I'll see about switching it for something else that might be a little easier.
